I would think a 56 or 58 would work well for someone 5’11…can tweak with a different stem if needed.

And yes, there are some differences between manufacturers.

My Spidey senses tell me either the cockpit or standover would be too uncomfortably long or high, respectively.   Unless there are uncommon appendages at play with their human anatomy, 58cm frame geometry would be too large/long for someone 5'11"

I'm 5'11" and have been shown to fit on either a 54 or 55 depending on frame geometry and manufacturer.
